Finished main front-end part for the CTOE form

review

Missing in frontend:

• Restrict to Logged / show login infos (Should I autofill the email or things we already have ?)
• Table editing
• Data Validation before submit
• Attachements
• Autosave form local storage
• File Uploads (next MR)

Note: I did some minor improvements to some ui components
