[DEV-791] - Tags

  • Tags (new entity allowing us to tag and categorise forms currently implemented mostly with the Moderation use case in mind). They provide the ability to generate automatic comments/descriptions for emails once selected and will help gather statistical data for TeamSubmission trends.

-Tagging submissions and displaying tags will be either added in !761 (merged) and corresponding FE branch or in a separate MR
