[DEV-816] - Implement Moderation Events

  • Implement ModerationEvent as a container to track anything related to the moderation of a submission (to be extended with tags in a follow-up MR)

  • Introduce different evaluation options per submission (Currently all share the same BaseEvaluationOptions)

  • Add mandatory comments for Reject/Revise statuses for evaluation and consolidation actions

  • Always log lastSubmissionDate and show it in the moderationOverview paginated query

  • Track all submission updates after a moderator has been attached to a submission
