[SD-157] feature flags

Firas requested to merge sd-157-feature-flags into main

Add three attributes:

  1. Audit (created and updated dates)
  2. Comment (mandatory)
  3. Owner (account responsible for the life cycle of this feature flag) Make the necessary changes in the endpoints. (populate auther when get)
