tickets: generate non-nominative tickets

Many vendors (200+) need bagdes, but we are not able to create them accounts and assign them tickets. In the past, we used to print blank badges (without even QR Codes). This year, we are generating fake accounts (cannot be used to login, are easy to identify and delete afterwards), and giving a proper traceable badge.
