judging: village awards ratification SD-79

BE of websites/root!1041 (merged)

  • add village property to Award
  • remove deprecated track type
  • update Award to have village based on its title (migration)
  • add CHECK constraint to the DB table so that if type = village, then village must not be NULL
  • Update TeamAwardEligibility so that only teams on sections Overgrad and Undergrad and on the Award track are eligible to Village Awards
