[DEV-512] - Implement moderation comments

  • Comment management modal and submission history overview

  • Moderators can edit their existing comments but they can't delete them since they are required for ModerationEvaluation.APPROVE and ModerationEvaluation.REVISE evaluations

  • Staff members managing the moderation process can delete comments if they find them no longer relevant without altering the evaluation status

  • Moderators can see the history of their own events and generic submission events

  • Staff members that manage moderation can see all moderators evaluations and dates as well as the generic events (this should be nuanced when the blinding process will be implemented)
