[DEV-791] - Tags

  • FE management of creation and update of Tags (currently applicable only to TeamSubmissions)

  • Update the Tags to work with useFieldArray objects while still supporting string values

  • Tagging submissions and displaying tags will be added in !1767 (merged) or in a separate MR once this MR has been merged
