[DEV-1827] - Add novu library and test notification flow

  • Simple novu library using @novu/api (this gives us the flexibility to also define workflows in the UI if we want and still trigger them with the same flow)
  • Test workflow

Note: The main BE will need to be updated (with the new package and types) before we release any new-style notifications
