create s3 storage engine

this module is reponsible for all AWS S3 calls. more calls should be implemented, but the ones here presented should be enough for us to continue the minimal pipeline for video submissions

NB: tests work, but it requires AWS credentials with permissions, I will have a look on how to integrate them into gitlab later
