[DEV-234] - Improve CSV special character parsing

We can't really control users individual devices but we can send the CSV using Unicode (UTF-8) encoding.

The MR:

  • Updates the parser typings with the library's options.
  • Updates the parsers to use {withBOM: true} and adds the relevant headers to the endpoints
