[DEV-751] - Migrate video submissions

-VideoSubmission as a subcateogry of TeamSubmission

  • sub TeamSubmissionQueries controller for more granular composition of routes
  • BaseVideoSubmission service and controller with "baked-in" submissionTypes (+ necessary update to AssertVideoSubmissionIsOpenGuard)
  • cleanup remaining DTOs in team-deliverables

The MR only migrates the existing implementation with some necessary adjustments. Further review and improvements are necessary before opening the video deliverables
