judging: setup rubric

feat/setup-rubric into main
  • Partially add RubricAspectUUID and RubricRatingUUID types for params (full improvement already ready to be merged with !482 (merged))
  • Fix AssertJudgingPhaseGuard to consider rubric UUIDs when identifying the competition
  • Add Expose() decorators, so RubricsService.cloneRubric removes uuid from object
  • Reformat rubric endpoints, moving uuids from query (not following the pattern), to the params
