ci-cd: use amazon/aws-cli docker image for deploy jobs

• Docker image from AWS (https://hub.docker.com/r/amazon/aws-cli) cannot be used directly on the GitLab CI/CD, so we have to keep https://gitlab.igem.org/hq-tech/docker-aws-cli
• This MR removes obsolete code to install lightsail, as the new version already has it installed
